Lighthouse Project Consulting is a boutique, client-side surveillance management and assurance business based in regional New South Wales. We provide services to the client side of building, construction, utilities, and infrastructure projects.

As the primary on-site construction manager for WaterNSW’s Asset Solutions and Delivery Team, Lighthouse Project Consulting ensured that multidisciplinary project activities were completed safely, efficiently, and per contract requirements. Our role involved managing contractor performance, advising on constructability and risk, and ensuring compliance with all environmental, safety, and quality protocols. We maintained detailed records, provided consistent reporting, and resolved technical issues in real time to support successful project outcomes.

Lighthouse Project Consulting engaged as the contract construction manager for the northern section of this major water infrastructure project. It involved the construction of large-diameter pipelines, pump stations, storage ponds, and high voltage electrical infrastructure in remote areas. David Woodward provided guidance at all phases, focusing on risk management, programme delivery, and technical compliance. He also conducted site-based surveillance to ensure the contractor’s work adhered to safety standards, efficiency targets, and specifications.

Lighthouse Project Consulting provided HSECQ advisory services and supported the delivery of two major infrastructure upgrades for the Parkes Shire Council. Our involvement spanned from concept design through project completion, with responsibilities including contract administration, technical review, compliance auditing, and risk workshops such as HAZOP and CHAIR. We also performed surveillance and intervention, ensuring all construction and environmental deliverables met client expectations and legislative requirements.
